The short version: this website sets no cookie until you allow it. It uses Google Analytics to count which pages get read, and that loads only if you accept. Everything it stores, in both cases, is listed on this page.

A cookie is a small file a website asks your browser to store and then sends back to the server on every visit. Local storage is similar, but it never leaves your device: the page can read it, and nothing is transmitted.
Italian and EU rules treat both the same way: anything that is not strictly necessary to provide the service you asked for requires your prior consent. That is why the banner appears on your first visit.
One entry is always present, because the site cannot remember your answer without it. The two Google Analytics cookies appear only if you accept measurement, and are deleted again the moment you withdraw.

Only “rm-consent” is exempt from consent under Article 122 of the Italian Privacy Code, because without it the site cannot honour the choice you actively made. The two Google Analytics cookies are not exempt: they are set under Article 6(1)(a) of the GDPR — your consent — and are never written before you give it.
To be completely clear about what is absent:
The WhatsApp button is an ordinary link. Nothing is loaded from WhatsApp while you are on this site, and nothing is shared until you tap it and choose to send a message.
On your first visit you are asked to accept or reject anything that is not strictly necessary. Rejecting is exactly as easy as accepting, and closing the banner without choosing leaves everything optional switched off.
You can change your mind at any moment. The settings button in the bottom corner of every page reopens the preferences panel, as required by Article 7(3) of the GDPR, which says withdrawing consent must be as easy as giving it.
Independently of this site, every browser lets you inspect and delete what websites have stored. Clearing it will simply make this site forget your consent choice, and it will ask again.
If any further measurement tool or third-party content is ever added, it will not load until you have given consent through the banner, this page will be updated to name it, and the date at the top will change. Consent already recorded is renewed after 12 months, so the question is asked again rather than assumed indefinitely.
